Russia President Vladimir Putin has long cultivated a strongman image, portraying himself as a leader firmly in control and determined to restore Russia’s great-power status. That image now faces scrutiny after US forces seized a Russian-flagged oil tanker in the Atlantic, despite the reported presence of a Russian nuclear submarine nearby.
The incident has raised doubts about Moscow’s ability to challenge US military power, with critics calling Russia a “paper tiger” in the face of American force. Analysts warn that if Putin ignores the seizure ordered under US President Donald Trump, he risks appearing weak — potentially undermining his nationalist support base. A response, however, carries its own risks.
Russian lawmakers reacted angrily, with State Duma defense officials calling the US action “maritime piracy” and demanding military retaliation, including threats against American vessels. Some officials and war bloggers even floated the possibility of nuclear escalation.

Experts warn Moscow has limited options as US tanker seizure dents Putin’s strongman image, pushing Russia to double down on the Ukraine front
Despite the fiery rhetoric, security experts say Russia has limited room to escalate. Analysts note that Moscow allowed the tanker to be seized 4,000 km from US shores because Russian forces cannot match US and NATO capabilities in conventional warfare. Even pro-Kremlin commentators have acknowledged that Russia’s leverage over Washington largely rests on nuclear weapons — a scenario where no side benefits.
Russia’s ongoing war in Ukraine further constrains its options. Opening a second front against the US or NATO could overstretch Russian forces, invite a united Western response, and deepen Moscow’s isolation. With Europe already aligned against Russia and key allies facing internal crises, escalation risks severe strategic consequences.
Experts argue that Moscow’s most viable response lies not in confronting the US directly, but in intensifying its campaign in Ukraine. By focusing on achieving its military objectives there, Russia could counter US pressure without triggering a wider conflict.
Analysts describe the tanker seizure as a deliberate provocation aimed at forcing Russia into strategic overreach. They conclude that doubling down on the Ukraine front — rather than opening a new battlefield — remains Moscow’s only practical option.
