Ahead of Elections, DMK Government Eases Employee Concerns with New Pension Scheme

The M K Stalin government announced the Tamil Nadu Assured Pension Scheme (TAPS) on Saturday, fulfilling a demand over two decades. The scheme offers employees a pension equal to 50% of their last drawn pay, including periodic dearness allowance hikes. It continues key benefits of the Old Pension System while retaining contributory funding to manage fiscal risks.

State employees and teachers, organized under JACTO-GEO, have long opposed the Contributory Pension Scheme and demanded restoration of OPS. Recent protests, hunger strikes, and union pressure intensified uncertainty about post-retirement income. The DMK’s 2021 manifesto had promised OPS, raising political stakes ahead of the upcoming Assembly elections.

TAPS offers guaranteed pension, easing employee unrest ahead of Assembly elections while balancing fiscal responsibility.

Under TAPS, employees contribute 10% of basic pay, and the state guarantees the rest. Pensioners receive dearness allowance twice a year, and family pensions cover 60% in case of death. Employees retiring early or under CPS receive minimum or special compassionate pensions. Gratuity is capped at Rs 25 lakh, payable at retirement or death.

The government estimates immediate funding of Rs 13,000 crore and annual contributions of Rs 11,000 crore. Officials analyzed the scheme through a high-level committee and multiple ministerial consultations. Despite fiscal pressures from declining tax revenues and rising welfare costs, political stability and employee satisfaction drove the decision.

The announcement defuses strike threats starting January 6 and strengthens DMK’s image as responsive and fiscally responsible. Union reactions remain cautious, pending review of scheme details. Allies like CPI, CPI(M), and PMK welcomed the move, which enhances welfare measures for nine lakh employees and their families.
