Prime Minister Narendra Modi attended the centenary celebrations of the Union Public Service Commission (UPSC) at Bharat Mandapam on October 1, 2026. He highlighted the commission’s 100-year journey and its role in public service. Modi described the legacy as a reflection of public trust and the aspirations of millions of young Indians. He said the civil services should attract people with a genuine desire to serve society. He also stressed the importance of strong values in public administration.

UPSC Recruitment Should Assess Motivation Alongside Knowledge
Modi said civil service recruitment should look beyond a candidate’s academic knowledge. He suggested that the selection process should also understand why young people want to enter public service. According to him, candidates should show a genuine motivation to serve citizens. He said people should not seek government positions only because of the authority they provide. The Prime Minister emphasised the need to bring service-oriented youth into the administrative system.
The Prime Minister urged civil servants to follow the principles of “Nation First” and “Citizen First.” He said officers must keep citizens at the centre of their public duties. Modi described service to citizens as the highest priority for those working in government. He asked civil servants to remember these principles while taking decisions and performing their responsibilities. He also stressed that public service should remain focused on the welfare and aspirations of citizens.

PM Modi Emphasises ‘Nation First, Citizen First’
During the centenary event, Modi also released a commemorative coin and a special stamp. He unveiled a book titled 100 Landmark Judgements as part of the celebrations. The two-day “Manthan” event brought together senior government officials and eminent speakers. Participants discussed the changing role of civil services and new approaches to public administration. The discussions also focused on innovation and the values that support effective public service.
According to the Ministry of Personnel, Public Grievances and Pensions, the centenary celebrations brought together senior public functionaries and prominent speakers. The event provided a platform to discuss the future direction of civil services. Speakers examined innovations that can improve public administration and governance. They also discussed institutional values that have shaped the UPSC’s journey. The centenary programme highlighted the commission’s long-standing role in India’s civil service recruitment.
