Rajya Sabha Passes Mines and Minerals Amendment Bill

During the Parliament Monsoon Session, the Rajya Sabha passed the Mines and Minerals (Development and Regulation) Amendment Bill, 2023 in the absence of the Opposition as members of the Indian National Developmental, Inclusive Alliance (INDIA) bloc walked out of the Upper House.

Earlier in the day, a group of Opposition leaders led by Congress chief Mallikarjun Kharge met President Droupadi Murmu to seek her intervention on the Manipur issue. The session got off to a rocky start as Opposition reiterated its demand for PM Narendra Modi’s statement on Manipur.

On August 1, the Rajya Sabha witnessed members of the Indian National Developmental Inclusive Alliance (INDIA) walk out of the Upper House after their demands to discuss the Manipur issue extensively with the Prime Minister present went unheeded by Chairman Jagdeep Dhankhar. Despite disruptions in both Houses, several Bills were passed. Which include the Mediation Bill, 2021, and Biological Diversity Amendment Bill, 2023, in the Rajya Sabha. And the Registration of Births and Deaths (Amendment) Bill, 2023, in the Lok Sabha.

Meanwhile, the Lok Sabha is set to discuss the no-confidence motion against the government, which was admitted last week. The Lower House barely conducted any proceedings and was adjourned shortly after reconvening at 2.00 p.m.

As the Monsoon Session progresses, the government and the Opposition are expected to engage. Which robust debates, negotiations, and deliberations to shape the legislative landscape and address the pressing concerns of the citizens. The session’s outcomes will undoubtedly have impact on the country’s policies and direction.
