In a letter dated August 2, 2024, Congress Member of Parliament Manish Tewari addressed the Secretary-General of the Lok Sabha, drawing attention to the “ongoing border clashes between India and China” that have persisted since 2019. In his correspondence, Mr. Tewari formally announced his intention to seek permission to introduce a motion for the adjournment of the House’s scheduled business. His goal is to discuss a matter of pressing urgency, specifically proposing that the House suspend Zero Hour and all pertinent rules related to Question Hour and other scheduled activities to focus exclusively on the border situation and the significant trade deficit with China. This motion underscores the critical importance of these issues, urging a comprehensive debate and deliberation within the House.

Leak in Parliament Roof Sparks

Simultaneously, Rahul Gandhi, the Leader of the Opposition in the Lok Sabha, made a striking allegation on Friday, August 2, 2024, claiming that the Enforcement Directorate (ED) was planning a raid against him. This assertion followed his recent ‘chakravyuh’ speech in Parliament. Mr. Gandhi, however, appeared unperturbed by the possibility of a raid, stating that he was “waiting with open arms” for the ED’s actions. The Bill envisions the creation of an “Urban Disaster Management Authority” specifically for state capitals and major cities with municipal corporations, excluding the union territories of Delhi and Chandigarh. The envisaged database will encompass a wide array of information, including disaster assessments, details of fund allocations, expenditure records, preparedness and mitigation plans, and a risk register categorized by the type and severity of risks. These provisions aim to streamline disaster management and enhance the country’s resilience to various calamities, aligning with policies determined by the Central government.
