Khandwa, Madhya Pradesh: A public grievance hearing at the Khandwa Collectorate took an unusual turn on Tuesday. A man wearing a dog mask arrived at the venue to submit a complaint against the Khandwa Municipal Corporation. Municipal Corporation Leader of Opposition Deepak “Mullu” Rathore accompanied him during the protest. The unusual demonstration aimed to highlight alleged irregularities in the civic body’s stray dog sterilisation programme. Rathore alleged that the corporation had spent lakhs of rupees on the programme. However, he claimed that officials were carrying out the sterilisation drive only on paper. He also alleged that authorities had misused public funds allocated for the campaign. The protest quickly attracted the attention of officials and visitors at the Collectorate. Later, photographs and videos of the demonstration circulated on social media.

Opposition leader raises questions over public spending
Rathore demanded a detailed inquiry into the municipal corporation’s sterilisation programme. He also questioned the money spent on the campaign. According to him, the corporation has already spent a substantial amount on sterilising stray dogs. However, the city continues to face problems related to stray dogs. Therefore, he questioned the effectiveness of the entire programme. Rathore said the protest aimed to bring alleged financial irregularities to the attention of the administration. He also demanded accountability for the use of public money. Meanwhile, the man wearing the dog mask submitted his complaint during the weekly public hearing. His appearance became the main attraction at the Collectorate. Officials and members of the public gathered around the protesters. The unusual form of protest also drew attention online. Rathore maintained that the demonstration sought answers rather than merely creating a spectacle.
The district administration has taken note of the allegations raised during the hearing. Additional Collector Kashi Ram Badole confirmed that officials received a complaint regarding the dog sterilisation centre. The complaint also raised allegations of corruption in the programme. Badole said the administration would examine the matter. He added that officials would investigate how the sterilisation centre operates. They will also examine the expenditure linked to the programme. This inquiry will determine whether the allegations have any basis. Meanwhile, the administration has assured the complainants that it will look into their concerns. The officials will examine the available records and other relevant details. If the investigation finds financial or administrative irregularities, authorities have promised strict action. Therefore, the complaint could lead to further scrutiny of the municipal corporation’s sterilisation activities.

Dog mask protest draws public attention
The protest created considerable interest at the Khandwa Collectorate. The man deliberately used the dog mask to draw attention to the issue. His appearance highlighted the ongoing debate over stray dog management in the city. Meanwhile, Rathore used the demonstration to raise broader questions about municipal spending. He alleged that the corporation had failed to achieve the intended results despite spending public money. However, the allegations remain subject to the administration’s investigation. No conclusion about financial wrongdoing can be drawn until officials complete their inquiry. The district administration has now agreed to examine the functioning of the sterilisation centre. It will also review the expenses associated with the campaign. If officials find evidence of wrongdoing, they may initiate action against those responsible. For now, the investigation will determine whether the allegations raised during the protest have merit.
The controversy has brought renewed attention to the management of stray dogs in Khandwa. Sterilisation programmes aim to control the stray dog population and address related civic concerns. However, Rathore has questioned whether the municipal corporation is implementing the programme effectively. He has also raised concerns over the use of funds meant for the campaign. Meanwhile, Additional Collector Kashi Ram Badole has assured the complainants of an investigation. The administration will examine the functioning of the sterilisation centre and the allegations of corruption. It will also verify the expenditure associated with the programme. If officials establish any irregularity, the administration has promised strict action. Until then, the allegations remain unproven. The inquiry is expected to provide clarity on the programme’s functioning and the use of public funds.
