On Tuesday, Transparency International released the 2023 Corruption Perceptions Index (CPI), revealing a list of the most corrupt nations. The report emphasized limited advancements in combating public sector corruption, with the global CPI average persisting at 43 for the twelfth consecutive year.

Transparency International’s 2023 CPI reveals minimal global progress in addressing public sector corruption. Over two-thirds of the 180 countries assessed scored below 50, signifying a widespread prevalence of corruption. The CPI rates nations on a scale from zero (highly corrupt) to 100 (very clean) based on perceived levels of corruption in the public sector.

The report notes a global decline in justice system functionality, as per the Rule of Law Index. Nations scoring poorly on the Rule of Law Index also exhibit low scores on the CPI, indicating a strong link between access to justice and corruption. Both authoritarian regimes and democratic leaders undermining justice contribute to growing impunity for corruption and, in certain instances, even incentivize it by eliminating consequences for offenders.
The most corrupted countries in the world
Occupying the lowest ranks in the index are Somalia (11), Venezuela (13), Syria (13), South Sudan (13), and Yemen (16). These nations face prolonged crises, mainly characterized by armed conflicts. Nicaragua (17), North Korea (17), Haiti (17), Equatorial Guinea (17), Turkmenistan (18), and Libya (18) follow as the next least successful performers on the index.
