3% hike in dearness allowance for central government employees cleared by cabinet

The Central Government announced a 3% increase in Dearness Allowance (DA) for central government employees and Dearness Relief (DR) for pensioners on Wednesday. The decision raises both benefits from the existing rate of 60% to 63% of basic pay or pension. The revised rates will take effect retrospectively from July 1, 2026. The Union Cabinet approved the proposal during a meeting chaired by Prime Minister Narendra Modi. The government introduced this increase to help employees and pensioners manage rising living costs. The announcement comes ahead of Diwali, bringing financial relief to millions of beneficiaries across the country. Eligible employees will receive the revised allowance based on their basic salaries, while pensioners will receive additional relief according to their basic pensions. The decision aims to reduce the financial pressure caused by inflation and provide additional support to government employees and retired personnel.

Revised Rates Will Apply From July 1, 2026

The government has decided to implement the revised Dearness Allowance and Dearness Relief rates from July 1, 2026. Under the new arrangement, both benefits will increase by three percentage points, moving from 60% to 63%. The Union Cabinet approved the proposal during its meeting under Prime Minister Narendra Modi’s leadership. Dearness Allowance forms an important part of the compensation provided to central government employees, while Dearness Relief supports pensioners in managing rising expenses. Since the revised rates apply retrospectively, eligible beneficiaries may receive arrears for the period beginning July, subject to the applicable payment arrangements. The additional amount will vary according to each employee’s basic salary or pensioner’s basic pension. Therefore, beneficiaries will not receive the same increase in rupee terms.

The latest government decision will benefit a large number of central government employees and pensioners. According to the official statement released after the Cabinet meeting, approximately 48.54 lakh employees and 68.71 lakh pensioners will receive the benefit of the revised rates. Together, these figures represent around 1.17 crore beneficiaries. The additional amount each person receives will depend on their basic salary or pension. Employees with higher basic salaries may receive a larger increase in rupee terms, while pensioners will receive additional relief according to their pension amounts. The revised rates aim to help beneficiaries manage rising prices and household expenses. The announcement ahead of Diwali also provides an opportunity for eligible families to plan their finances with the additional benefit in mind.

Annual Government Expenditure Will Rise by Rs 10,016 Crore

The increase in Dearness Allowance and Dearness Relief will add to the Central Government’s annual expenditure. According to the official statement issued after the Cabinet meeting, the combined financial impact of the decision will reach approximately Rs 10,016.10 crore every year. This amount covers the additional expenditure on both employee allowances and pensioner relief. The government approved the increase to compensate beneficiaries for the effects of rising prices. Dearness Allowance helps serving employees manage higher living costs, while Dearness Relief provides similar support to retired government personnel. Although the revision will increase government spending, it will also provide additional income to millions of eligible beneficiaries. The final financial benefit for each individual will depend on their basic salary or pension. The decision reflects the government’s existing mechanism for revising these benefits to account for inflation.

The announcement of a 3% increase in Dearness Allowance and Dearness Relief is expected to provide additional financial support to central government employees and pensioners ahead of Diwali. The revised rates will rise from 60% to 63% of basic pay or pension, with effect from July 1, 2026. The decision will benefit approximately 48.54 lakh employees and 68.71 lakh pensioners, according to the government’s official statement. Eligible employees will receive the increased allowance, while pensioners will receive higher relief based on their basic pension. The retrospective implementation may also result in arrears for eligible beneficiaries, depending on the applicable payment arrangements. Meanwhile, the government expects the decision to increase its annual expenditure by around Rs 10,016.10 crore. The actual increase in monthly payments will differ among beneficiaries because their basic salaries and pensions vary.
