Trump Flags South Asian Nations as Major Drug Routes and Illicit Production Centers

President Donald Trump has identified 23 countries, including China, India, Pakistan, and Afghanistan, as major drug transit or illicit drug-producing nations. This designation was made in a “Presidential Determination” report submitted to Congress on September 15, 2025. According to the White House, these nations are responsible for the sourcing and trafficking of illegal drugs and precursor chemicals that pose a serious threat to the United States. The list includes countries from Latin America, Asia, and the Caribbean. Trump stated that the international drug trade funds terrorism and transnational crime, putting American lives at risk. However, the State Department clarified that inclusion in the list doesn’t necessarily reflect a country’s cooperation level or anti-drug efforts.

Trump Flags 23 Nations for Drug Trafficking Risks

Among the 23 nations, five — Afghanistan, Bolivia, Burma, Colombia, and Venezuela — were singled out for “failing demonstrably” to make sufficient progress in counter-narcotics efforts. President Trump criticized these countries for not meeting their obligations under international agreements or taking adequate measures to address drug-related threats. In particular, Afghanistan remained a key concern due to ongoing drug manufacturing, including methamphetamine production, despite Taliban announcements banning narcotics. Trump stated that drug revenues in such countries continue to support terrorist networks and criminal enterprises. He emphasized that these governments must take stronger action to prevent their territories from being used for illicit drug operations.

President Trump placed significant focus on China, labeling it the world’s largest source of precursor chemicals used in synthetic drug production. He noted that fentanyl and other deadly narcotics flooding the U.S. originate from Chinese chemical exports. These substances, especially fentanyl, have become the leading cause of death among Americans aged 18 to 44. Trump urged the Chinese government to strengthen enforcement and crack down on chemical suppliers and traffickers. He added that China must act more decisively to stop the flow of these substances, which have global consequences. The report warned that continued inaction would escalate the public health crisis already gripping the United States.

Five Countries Criticized for Failing Anti-Drug Responsibilities

India and Pakistan were also included in the list, largely due to increasing cross-border drug smuggling cases, particularly involving drones. The India-Pakistan border has seen a sharp rise in narcotics transported through aerial and unmanned methods. President Trump linked these routes to growing international drug networks reaching American shores. Although both nations have taken steps to improve enforcement, geographic and economic factors continue to make them vulnerable transit zones. The U.S. government has called on both countries to expand cooperation and enhance surveillance. Officials emphasized that while being listed does not imply a lack of effort, it signals the need for stronger, collective action.

Trump described the global drug crisis, especially involving synthetic opioids like fentanyl, as a national emergency. He said the situation threatens not just American security but also the health of its citizens, particularly the youth. Transnational criminal groups, he added, profit from drug trafficking while destabilizing nations and communities worldwide. The report underlines that curbing the drug epidemic requires aggressive action and deeper international partnerships. Trump concluded that the purpose of the list is not to penalize but to push governments toward urgent reform. Without global coordination and accountability, the synthetic drug trade will continue to grow, endangering lives and undermining stability.
