Authors Maggie Haberman and Jonathan Swan revealed the details in their new book. The book, titled “Regime Change,” was published on Tuesday. The discussion reportedly occurred early in Donald Trump’s second presidential term. Trump and senior advisers attended the meeting inside the Oval Office.

Retired Lieutenant General Keith Kellogg briefed officials on the Ukraine conflict. Trump had appointed Kellogg as special envoy for Ukraine and Russia. Kellogg presented a proposal called “An America First Plan” during the session. The proposal outlined a possible path toward ending the Russia-Ukraine war. It avoided formally recognizing Russia’s territorial claims in occupied Ukrainian regions. However, it suggested Ukraine should not retake lost territory through force. The proposal prompted discussions about deploying non-NATO peacekeepers to maintain stability.

The book also describes another White House meeting focused on manufacturing investments. The administration hosted members of the Technology CEO Council during March. Executives from major technology companies attended discussions in the Roosevelt Room. Commerce Secretary Howard Lutnick encouraged companies to build additional factories inside America. He asked executives what incentives would support greater domestic manufacturing commitments. During the conversation, Trump shifted attention toward international trade and tariffs. He argued that several countries imposed unfair duties on American exports.
Trump specifically highlighted India while discussing tariff barriers affecting United States businesses. According to the book, Trump claimed India imposed tariffs reaching 175 percent. He also cited high Chinese tariffs while criticizing foreign trade practices. Trump warned that companies avoiding domestic manufacturing could face substantial tariffs. The discussion underscored the administration’s emphasis on trade, investment, and industrial policy.
